For by day, a cloud was over the Tabernacle, and a fire was in it by night. (Exodus 40:38)

כי ענן על המשכן יומם ואש תהיה לילה בו

There was always a cloud above the Tabernacle–when it lifted, the Israelites would know that they too should move. This was the way they traveled about the desert, always following the cloud of God.
