Jacob Schiff was the driving force behind the Galveston movement. Schiff coordinated the Industrial Removal Office (IRO) in New York City, and the Jewish Territorial Organization (ITO) in Great Britain, to send Jewish immigrants to the port of Galveston, Texas.
